Purchasing Cards Objective
With a view to continuing its rationalisation of public spending, CONSIP commissioned Lynkeus to examine the nature and amount of the savings to be obtained through the introduction of a government purchasing card together with the legislative, technical and financial aspects of its implementation, and to assess the viability of such a project. Output
Study content: - Reconnaissance of present situation (analysis of legislative aspects, analysis of purchasing and payment procedures, quantification of costs and time involved).
- Identification of business case and feasibility study (survey of the state of the art at the international level, identification of optimal tool, definition of new procedures, analysis of associated costs and time, analysis of control procedures, analysis of reduction of unit costs, analysis of possible need for supplementary legislation, cost-benefit analysis).
- Technological and financial partners: identification of technological and financial partners, negotiation of financial conditions.
- Pilot scheme: preparation and implementation of a national-level pilot scheme followed by appraisal and analysis of results.
